US senators are meeting during the weekend for the initial time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators proposed a plan toxic to Democrats: scrapping the ACA, known as Obamacare.
Growing Consequences of Government Shutdown
The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
Trump's Plan from Florida Resort
As Saturday's session got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator said.
Another senator commended Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Opposition Response
Opposition senators shared alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."
Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for Medicare for All."
Continuing Talks
The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a handful of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and continue the subsidies for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the tax credits.
"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That is what will happen if this Congress does nothing."
Partisan Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Several observers indicated that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover patients with existing health issues.
After his resort visit, Trump went back to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that failed to garner enough backing in 2017.
