Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of contrasting events captured the grim essence of the current period. By day, political struggles are fought: positive announcements are delivered from multiple capitals. Immense energy is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity enabled by timely intelligence. From observation points, military aircraft that had been deployed to engage hostile guided weapons roared overhead – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly transforms into grim resignation: perhaps the incoming missile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its target.
Periodically, this continued until dawn. Kyiv faced the morning news: several casualties, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a dependence that European nations are demonstrably unable to replace in the short term.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This pattern will, no doubt, continue.
Strategic Calculations
It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership works based on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to compel Moscow to abandon the land that it already controls in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through diplomacy or military means, from believing that the status quo will not evolve additionally in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until situations evolve in its benefit.
Present Conditions
Objectively, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: personal goals to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a just a single week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
